About the spotify podcast cover size
Spotify's own documentation asks for podcast cover art between 1400 × 1400 and 3000 × 3000 pixels, square, as a PNG or JPG, and no larger than 30 MB. Three thousand pixels is the figure to aim for: it is the top of the accepted range and it satisfies every other directory your show is likely to appear in, since Apple Podcasts and the RSS specification ask for the same square shape at the same scale.
Podcast art has a harder job than most cover images because it is the only thing distinguishing your show in a list of thumbnails. It gets rendered at around 55 pixels in a Spotify search result. Long show names, taglines, host photographs and episode numbers all disappear at that scale. The shows that get clicked have a title that survives shrinking and one visual idea behind it.

Tips for Spotify
What actually makes the difference once the size is right.
The title has to survive 55 pixels
That is the size of a search result thumbnail. Set the show name large, in a heavy weight, and cut every word that is not essential.
Leave the tagline off the artwork
Your description field already carries it. Squeezing a sentence into the cover only shrinks the part people actually need to read.
Do not put your face on it unless you are the draw
A host photo works when people are looking for you specifically. Otherwise the subject of the show is the stronger image.
Stay inside the square
Every directory crops to 1:1. Artwork designed with content near the edges gets clipped differently across apps.

Is 1400 × 1400 enough?
It is accepted, but it is the floor. At 3000 × 3000 the same artwork stays sharp on large displays and in other directories without you having to export twice.

Yes. Apple and the RSS podcast specification also ask for square art in the 1400 to 3000 pixel range, so one 3000 × 3000 export covers both.
What file size is allowed?

Can I use a photo with text over it?
You can, but check it at thumbnail size first. Text over a busy photograph is the most common reason podcast covers become unreadable in a list.
